Request for Information (RFI) for leasing of
helicopter for general law enforcement and aerial surveillance services
The Ministry of Justice, Security and Integration
Scope and purpose of RFI
For law enforcement, border patrol and security purposes, the Ministry of Justice, Security and Integration of Aruba (“MJSIA”), is urgently seeking to procure helicopter based coastal and shore surveillance service to work in conjunction with the Police Force of Aruba and other law enforcement and border patrol agencies, in order to timely identify incoming moving objects and targets.
At the discretion of the MJSIA a request for information (RFI) procedure is hereby initiated for the purpose of acquiring administrative, financial and technical information from companies that offer helicopter leasing for aerial surveillance services. Due to the ongoing urgency factor as a result of the current state of affairs, in light of the persistent demand for increase in border patrol as a result of developments in the region, the intricate nature of and rapid technological advancements in the field of such security works/services, as well as the special requirements in the scope thereof, the MJSI is hereby requesting comprehensive expressions of interest from qualified companies that can swiftly provide helicopter leasing services for general law enforcement surveillance, meeting the following basic requirements:
1. Single or Multi engine Helicopter;
2. Seating minimum 2 pax, excluding pilot;
3. Searchlight of 15-25 million candlelight power;
4. Proper communication system(s) with the air traffic control and law enforcement command center
5. Lease options with or excluding fuel;
6. Able to perform law enforcement surveillance flights, including during night time;
7. Able to provide first line maintenance in Aruba and sustain continued operations during the term of the lease;
8. The duration of the lease can be of up to 5 years, with option for renewal subject to applicable government procurement regulations.
Companies are requested to take into account the following relevant criteria as well:
● Cost of monthly lease (in light of budget constraints);
● Minimal hours of operation plus option to get “power-by-the hour”;
● Time of operational activation;
● Track record and reliability of company.
Hybrid solutions
In light of the intricate nature of such security works/services, the special requirements, the rapid technological advancements in the scope thereof, as well as budgetary constraints, hybrid/alternative expressions of interest for helicopter leasing services for general law enforcement and aerial surveillance may be separately submitted as well. Price versus performance is of priority precision, including prices on various performance and or properties options and enhancements.
RFI conditions
Notwithstanding anything contained elsewhere in this RFI, this RFI is subject to the following conditions, all of which the candidate irrevocably accepts by the candidate’s submission of a proposal in response to this RFI:
● THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A GENERAL PROCUREMENT EX ARTICLE 25 OF THE PROCUREMENT ORDINANCE (AB 1989 NO. 2).
● This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or any other procurement for the future.
● This RFI does not represent a contract or a promise to a contract and does not commit the MJSIA to contract for any supply or service whatsoever. The MJSIA will not pay or be liable to any payment for any information or administrative cost incurred in response to this RFI. All cost associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future procurement procedure, if such procedure is initiated..
● MJSIA reserves the right to reject any or all submissions submitted in response to this RFI.
● MJSIA reserves the right to cancel this RFI at any time with or without cause.
● MJSIA reserves the right to do a comparative evaluation on any submissions received and to evaluate them based on considerations which MJSIA determines.
● This RFI will result in gathering information about possible suitable companies and the ability to deliver requested equipment.
RFI delivery shape/form and dates
Companies that offer helicopter leasing services for general law enforcement and aerial surveillance and are able to meet the basic criteria, are requested to react by send their expression of information and thereby their interest in one (1) electronic copy in Adobe Portable Document Format (“PDF”) no later than December 19, 2018 no later than 20:00 Atlantic Standard Time (UTC/GMT -4 Hours) to: [email protected] with the word “RFI HELIC” in the subject.
Companies are requested to include relevant information about their experience, track record and current operations. The MJSIA, with its discretion, is free to make necessary changes to RFI and alter due date with proper notification.
Timeline
MJSIA, at its discretion, will evaluate the RFI answers within the framework of confidentiality, industrial property rights and commercial in confidence principles, without taking any responsibility. Upon receipt and review of the expressions of interest the MJSIA will determine the path forward and communicate this to the respondents.
